You can arrive at Bhutan by land. The two border crossings from India into Bhutan that are permitted to foreigners are at the Bhutanese town of Phuentsholing, on the border with the Indian state of West Bengal, and at Samdrup Jongkhar, on the border with the state of Assam. Foreigners could only use the Phuentsholing border crossing for entering Bhutan. Samdrup Jongkhar is only used for exits from Bhutan by land.
